Consultation

Boskalis’ consultation process is ongoing, with further meetings planned, including with local stakeholders and with Traditional Owners (TOs), in early 2026.

From mid-2022 Boskalis undertook a concerted stakeholder consultation effort, as reported in Referral Report No. 6 – Consultation, including meetings with:

  • The two TO groups in the area (Balanggarra and Miriuwung-Gajerrong).
  • Relevant State and Commonwealth Government departments and agencies.
  • The recreational and commercial fishing sectors.
  • Relevant bodies in Kununurra and Wyndham, including Shire staff and councillors, the Kimberley Development Commission, local DBCA staff, the Wyndham Volunteer Marine Rescue group and Cambridge Gulf Ltd (which operates the Wyndham port).
  • Environmental NGOs.

In many cases multiple meetings were held, including with the TO groups, as well as ongoing phone and email comms and updates.

Consultation requirements are also set under the WA EP Act and the Commonwealth EPBC Act, and opportunities for public input also included the following, as required by the Acts:

  • A seven business-day public comment period run by the WA Department of Water & Environmental Regulation (DWER), after BK referred the proposal under the WA EP Act in September 2024, with all referral reports available on-line.
  • A ten business-day public comment period run by the Commonwealth DCCEEW, after BK referred the proposal under the EPBC Act in Jan 2025, with all referral reports available on-line.
  • A 21-business-day public appeal period run by the WA Office of the Appeals Convenor under the WA EP Act (which closed on 16 Dec 2025).
  • A further ten business-day public comment period under the EPBC Act in December 2025, which actually ran for 16 days (4 to 19 Dec 2025), with public notices in State and local newspapers, availability of all referral reports online and in hard copy at the State Library of WA and at the local Shire Council in both Kununurra and Wyndham.
  • A further ten business-day public notice period under the EPBC Act ran from Friday 23 Jan to Friday 6 Feb 2026, with public notices in State and local newspapers, availability of all referral reports online and in hard copy at the State Library of WA and at the local Shire Council in both Kununurra and Wyndham.

Should the project proceed, Boskalis proposes to establish and support a Stakeholder Reference Group (SRG), to operate throughout the life of the project.
